 ... an interesting question if one looks at the moniker for Quebec premiers in the FR language.  All Quebec premiers of recent recollection have been referred to as premier ministre in the FR language.  What are the etymological origins of this difference between the FR and EN lexicons in a dichotomous country?  Unknown to this author although it is suspected to have to do with early nationalism in the FR colonies.

overview of the disability tax system in Canada

The federal tax system in Canada for disability is a cobbled together patchwork of deductions and tax credits.  Could this be overhauled to simplify it?  Many are employment oriented -- as the federal tax benefits are generally based on having a working income.  The benefits include the CWB-D Canada Worker's Benefit-disability which is a very modest supplement for low wage workers.  While the main component of the CWB was bonified in recent years, it is suspected that the disability supplement has remained the same.  The CWB-D in its current form is a refundable tax credit.

There is also a complex determination for how to claim nursing home or attendant care on the tax return.

The DTC disability tax credit provides an additional personal amount to disabled people.  However, the disabled filer must earn a significant income for this to be beneficial.

In addition to the disabled personal amount, the disability tax credit provides the holder with the opportunity to open an RDSP aka registered disability savings plan.  This is a highly lucrative aspect to the DTC.  If friends and family of the disabled person contribute the most beneficial amount of $1500/yr to the plan, currently it will yield grants and bonds in the range of $3500/yr.  Grants and bonds do not have to be paid back (!) provided the plan is held until retirement age.

In addition to the federal disability regime, there are various provincial and even municipal benefits which interact in various ways.  Provincially, there are disability support programs which provide below the poverty-line income to support those who cannot work due to disability.  Crown minister Qualtrough, in the federal government, is attempting to introduce a CDB Canada disability benefit to the federal tax system to supplement these provincial support programs without reducing the amount.

It is unclear whether bill c-22 which she has originated will ultimately pass both houses of government.  If one wishes, they may follow the progress of the bill on the government website by googling c22.

As part of some provincial disability programs, there exists an added transportation benefit for travel to medical appointments (at least in the case of Ontario province).  In the case of the city of Kingston, the benefit is paid directly by the support program to the city.  This avoids the hassle of the disabled person having to administer their own bus pass.

Interestingly, the cost of a bus pass has decreased from 67 to 20 dollars in the city of Kingston for the disabled client.  Where do these savings go?  Are they passed from one level of government to the other (ie municipal to provincial)?  An interesting philosophical question.

As an example of further municipal supports in the city of Kingston, there are 2 noted subsidies.  One is through a local mental health agency and the other is through the city's subsidized housing program.  Both involve rent supplements, which I'm told do not decrease but rather augment the provincial disability support program.  One would have to confirm with their caseworker whether this is in fact a verity.

Si les amis et la famille de la personne handicapée versent le montant le plus avantageux de 1 500 $/an au régime, il rapportera actuellement des subventions et des bons de l'ordre de 3 500 $/an. Les subventions et les bons n'ont pas à être remboursés (!) à condition que le régime soit détenu jusqu'à l'âge de la retraite.

En plus du régime fédéral d'invalidité, il existe diverses prestations provinciales et même municipales qui interagissent de diverses façons. À l'échelle provinciale, il existe des programmes de soutien aux personnes handicapées qui offrent un revenu inférieur au seuil de pauvreté pour aider ceux qui ne peuvent pas travailler en raison d'un handicap. Le ministre de la Couronne Qualtrough, au gouvernement fédéral, tente d'introduire une prestation d'invalidité de la CDB Canada dans le système fiscal fédéral pour compléter ces programmes de soutien provinciaux sans en réduire le montant.

Il n'est pas clair si le projet de loi C-22 dont elle est à l'origine sera finalement adopté par les deux chambres du gouvernement. S'ils le souhaitent, ils peuvent suivre l'évolution du projet de loi sur le site du gouvernement en tapant c22 sur Google.

Fait intéressant, le coût d'un laissez-passer d'autobus est passé de 67 à 20 dollars dans la ville de Kingston pour le client handicapé. Où vont ces économies ? Sont-ils transmis d'un palier de gouvernement à l'autre (c.-à-d. municipal à provincial)? Une question philosophique intéressante.

Dies ist ein äußerst lukrativer Aspekt des DTC. Wenn Freunde und Familie der behinderten Person den vorteilhaftesten Betrag von 1500 $/Jahr in den Plan einbringen, werden derzeit Zuschüsse und Anleihen im Bereich von 3500 $/Jahr gewährt. Neben der Behindertenregelung des Bundes gibt es verschiedene Landes- und sogar kommunale Leistungen, die in unterschiedlicher Weise zusammenwirken. Auf Provinzebene gibt es Programme zur Unterstützung von Behinderten, die Einkommen unterhalb der Armutsgrenze bieten, um diejenigen zu unterstützen, die aufgrund einer Behinderung nicht arbeiten können. Kronminister Qualtrough versucht in der Bundesregierung, eine Behindertenleistung der CDB Canada in das Bundessteuersystem einzuführen, um diese Unterstützungsprogramme der Provinzen zu ergänzen, ohne den Betrag zu verringern.

... the Ontario PCs have won a majority and with it have dashed hopes of a more equitable social safety net.  The 20% increase in ODSP rates suggested by the Liberals and originally by the NDP merely replace the 20% removed from the system by a previous PC government under Mike Harris who appears to have had a disdain for vulnerable Ontario populations.

 ... the provincial new democratic party is one of the most generous with regards to increasing support to the most vulnerable (a 20% increase to odsp).  The provincial progessive conservatives have conceded a 5% increase to these rates as an election promise.  It remains to be seen whether they will keep this promise if re-elected.  The provincial green party promises to double the rates; however, shows less promise at the polls.
